Market Data Service Provider

Does anyone know if it would be illgeal to source market data (FX, Treasury rates) from free sources (Fed, etc...) and redistribute it for free as a web service?

I want to provide a similar service as http://www.xignite.com/

I have just been itching to code it up.

I think there are lot of interests among the students if you can get it done. At least, make it free here before we find out if it's illegal worldwide.
